1994 olds 88 electrical problems

I'm trying to help out my mother in law. Engine is a 3800. The tranny won't start out in first(feels like 2nd or 3rd), the cooling fans won't come on and the dash lights that should come on when you turn the key on do not come on. Fuse 5C is for the fans and the transaxle and it is good. All other fuses under dash and on firewall appear good. Did not see any loose wiring connectors. Any ideas on what else to check? Need all the help I can get.

Went back to the fuse panel to left of steering column and found the fuse missing for chimes, warning lights,etc. Replaced fuse and all that was on this circuit appears to be ok. Still no low gear and no cooling fans though.

Sorry for the no reply yet... I hesitate to say anything, because I just don't know. If I had to guess though, it could be the PCM is dying. Have you had it scanned for codes lately? Hopefully someone who knows more about the electronics will reply soon.
