I have a 1994 Ciera with a 3.1 automatic. Upon starting, the engine idles very high. If I turn it off and restart it sometimes it idles normal. It usually takes multiple try's to get it to idle properly. I can manually move the throttle linkage to idle it down but when released it returns to high idle. Once the car is started at the correct idle it will idle correctly until the car is shut off. This occurs regardless of ambient or coolant temperature. I have replaced the IAC. It acts like the IAC isn't receiving the proper signal at start up most of the time. Any help would be appreciated.
