I am having an issue with water soaking the passenger side front and back carpets in my 96 Olds Achieva. I just bought the car and know very little about it. Any help with this issue would be greatly appreciated.

Fwiw, that's VERY VERY COMMON!
GM knew that they had problems with that style/method of body back in the mid 80's.
Yup, GM lied, were scum, and were criminal in many acts and ways. Imho GM still sucks.
Fwiw, I have 2 Achievas.
I LOVE my Achievas. Both have bad rust and won't last much longer. 
Both have water leak problems. Thankfully, I fixed/sealed the water leaks on the drivers side. I took out the carpet under-padding, drilled ~1/4" drain holes, then used plastic spaces to keep the carpet from fully sitting on the metal. I keep a sponge in the car, and use it to soak up any water left on the carpet. Most leaks/drains out. Plus, I've sealed the ****** out of all of the seams and common leaking areas. So, even in heavy rain, the carpet may get wet, but I never get a puddle nor more than ~12" wet area.
