66 Toronado Heater Blower

Slowly working on my 66 Toro. The heater blower doesn't go to high speed. The fan switch in the control head seems sticky. Any ideas? The manual page 1AE18 shows a high blower relay, but I can't tell from the picture where in the car that is. Is it inside under the instrument panel?

Any help appreciated. Thanks.
