I need help with a constant dash dinging please.

I have a 1995 Olds 98 Regency Elite and sometimes when I turn the key to the on position it shows that the car is in 3rd gear when it is still in park. Then if I start the car it starts normally while still showing that its in 3rd gear. Then the dash warning dinging starts and doesnt stop even when driving the car and a low washer warning light stays on. But its not always the low washer warning. Sometimes the same persistent dinging will happen and the fasten seatbelt light will stay on. Also I have had the odometer flash what I believe to be a code on it. "0 2010" Any help would be appreciated! Thank you!

Edit: I also have a misfire and I can see where a spark is jumping from the wire boot to the ignition coil. Maybe this has something to do with the fast consistent chime?
