Help with a 1990 Cutlass Calais

Hello New to forum and first post. I recently bought a 1990 Cutlass Calais with a 2.5 l throttle body injected engine. The car only has 72k miles and I got it for $300. When I got it I was told it was not running right. I have been working on it and am stumped. It starts and will idle. When you try to accelerate the engine it hesitates and will backfire through the carb. When put in gear it will barely run. I checked the fuel pressure and found it only had 5 psi. replaced the fuel pump. No luck have replaced TPS, EGR, fuel pump relay, and still no luck. I have found that I am only getting signal to the relay for only 1 second and when I take the fuel line off of the carb. I get no fuel out. If I apply 12v to the test wire the fuel shoots out of the line. Also the cooling fan wants to run almost all of the time. Both of these are controlled by the ECM. Should I think about a new ECM or am I missing something. Any ideas will be appreciated.
