Strange problem with 1998 Intrigue

I have a 1998 intrigue with a loud clunking noise when I turn the steering wheel, with the car not moving (engine running). The farther I turn the wheel, the more clunks I will hear. It seems to be 1 clunk for each 45 degrees. Happens in both directions

I'm wondering if this could be a problem with the steering rack and pinion. It seems like cant be the wheel bearing or cv joints since the car is not moving.

Any help would be appreciated.

my first guess would be power steering rack
but I'm also thinking could it be the bearings at the top of the strut towers?

Definitely have your rack and pinion checked, very common for them to wear out and cause clunk.
