Speedometer going crazy

1998 intrigue. Chasing a no crank problem. Ave changed ignition switch and lock tumbler. When switch is turned to acc speedometer goes to 100mph and buzzing under dash I believe from daytime running lamp module. Fuel gauge not working also. Anyone have ideas. Also had replaced bcm, but not sure on quality of reman I received. Thanks

First things first: check the battery voltage and make sure that it has a good amount of voltage, check the PCM fuse and other fuses if they are blown.

Have gone through fuse box twice. Have a battery charger hooked up while trying to do the 30 minute reset.
