Lagging and noise in when accelerating '95 Achieva S

Hello, I am new to this forum. I have a 1995 Achieva S. The engine runs great, V-6. The problem I have is when I accelerating. It seems to be sluggish, and a bit noisy especially in the lower gears. When I get a cruising speed it seems to go away. I don't believe it is the brakes, I can't smell any burnt pads, I know the brakes were recently re-padded.

Any help would be greatly appreciated.
