Resolving p0401 check engine dtc

Hello. I am "new" 1996 88 owner. I just bought this car and was hoping the check engine code p0401 would be easy to resolve. The former owners replaced the EGR valve but the code came back on and they didn't want to deal with it anymore so they sold it to me for $300.

Tabs are coming due and need to pass emissions so I have to get rid of this code. I was trying to figure out if there was a blockage in the EGR tubes but am trying to find out what I have to do to remove those tubes so I can check them. Do I need to remove the throttle body to do this? I started to remove the throttle body but I can't figure out how to remove the throttle body without taking off the exhaust. I can't find any procedure online for removing the EGR tubes or the throttle body.

Any suggestions would be greatly appreciated.

First, check/replace the PCV valve.
