1999 Intrigue cooling fans

I have a 1999 Intrigue with the 3.5 liter dual overhead cam engine. I've had the car for a little more than a month and I have yet to have the cooling fans kick on. I've replaced the thermostat. Once the air temperature gets above 80 or I see the temp gauge go up at an idle and down as I drive at about 35 mph. The fluctuation is from 3/8 to 1/2 on the gauge. It's never exceeded 1/2, but I'm worried that the fans aren't functioning.

How do you diagnose them?

Turn on the a/c; this should turn on the fan. (I believe)

correct, when your compressor runs your fans should come on. Your car should have a 192 degree thermostat, which should fully open at 204 degrees. That is when you will see the temperature gauge indicate a drop. If the temp reaches 212-215 without the ac compressor running, the fan runs until the temp reaches 200-204. From the FSM for a 2001 Intrigue.
