2004 olds alero

Hi everyone hope all is well.I have a problem with my 2004 Olds Alero my key will not go into off position. here what i have done replace the ignition switch and lock cylinder. when i put in the lock cylinder it still wont go into off there fore the dash light stay on, my turn signals wont come on.which it not to but my wipers will which it not to when car is off. hope that make sense,i have a short in my steering colum so i gonna check it out to see if that doing it ,i also check to make sure it in park.any ideas.
